Transitional Living Program
Sanctuary's Transitional Living Program (TLP) is an 18-month program for youth between the ages of 16 and 21. It is the only community-based program on Guam and in the region that provides services to older homeless youth who have no suitable alternative placement available to them. TLP will assist them to successfully transition to independence and self-sufficiency by providing shelter, life skills training and services such as supportive counseling and Individualized Personal Plan (IPP) for each resident. The overall goal of the project is to help youth achieve independence and self-sufficiency to prevent long-term dependency on social services.
These youth residents come through our doors from various circumstances. The most apparent trend in these residents was irresolvable family issues which prevented them from returning home and being reunited with their families. Other factors leading to placement included having no alternative placement available other than DYA. This was due to homelessness and not being able to return home due to the living conditions of the home from which they came. This program is entirely voluntary and meant to develop a treatment/reunification plan.
Some of the services provided are shelter for up to 18 months, transportation, supportive counseling and life skills instruction such as budgeting, time management, conflict resolution and identifying goals.
